Additional Details: - At 530 AM EDT, Doppler radar and automated rain gauges indicated heavy rain. Flooding is ongoing or expected to begin shortly in the warned area. Between 0.5 and 1.5 inches of rain have fallen. - Some locations that will experience flooding include Wheeling, New Castle, Weirton, Steubenville, New Philadelphia, Dover, Salem, East Liverpool, Moundsville, Beaver Falls, Martins Ferry, Columbiana, Monaca, Uhrichsville, St. Clairsville, East Palestine, Bellaire, Barnesville, Wellsville and Cadiz. - http://www.weather.gov/safety/flood
