What: Very cold wind chills as low as 28 below zero expected.
Where: Portions of northwest Iowa, southwest Minnesota, and east central South Dakota.
When: From 9 PM this evening to 10 AM CST Monday.
Impacts: The dangerously cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 30 minutes.
