What: Urban and small stream flooding caused by excessive rainfall is expected.
Where: A portion of southwest California, including the following county, Santa Barbara.
When: Until 630 AM PST.
Impacts: Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Ponding of water in urban or other areas is occurring or is imminent.
Additional Details: - At 1231 AM PST, Doppler radar indicated moderate to locally heavy rain falling across southeastern Santa Barbara County early this morning. This will cause urban and small stream flooding. - Some locations that will experience flooding include Santa Barbara, Montecito, Carpinteria, Summerland, Goleta, Mission Canyon, and Highway 154 over San Marcos Pass. - http://www.weather.gov/safety/flood
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Where: A portion of southwest California.
When: From 4 PM this afternoon to 3 PM PST Thursday.
Impacts: Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.
Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution.

What: Dangerous rip currents and breaking waves due to elevated surf expected. Minor coastal overflows possible due to abnormally high tides between 6.7 and 7.5 feet and gusty southerly winds.
Where: Catalina and Santa Barbara Islands, Santa Barbara County Southwestern Coast, Santa Barbara County Southeastern Coast, Ventura County Beaches, Malibu Coast and Los Angeles County Beaches.
When: From late tonight through Sunday afternoon.
Impacts: Pooling of sea water is possible around high tide at beach and harbor areas that is uncommon with normal tidal ranges. Enhanced beach erosion is also possible. No significant damage is expected. There is an increased risk of ocean drowning. Rip currents can pull swimmers and surfers out to sea. Waves can wash people off beaches and rocks, and capsize small boats nearshore.
Remain out of the water due to hazardous swimming conditions, or stay near occupied lifeguard towers. Rock jetties can be deadly in such conditions, stay off the rocks.
