What: Flooding caused by excessive rainfall is possible.
Where: A portion of northeast Iowa, including the following counties, Buchanan, Delaware and Dubuque.
When: Through late Thursday night.
Impacts: Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded.
Additional Details: - Widespread rainfall is expected overnight tonight through Thursday night, with rainfall totals between 2 to 3 inches in less than 6 hours. There will be the potential for swaths of rainfall greater than 3 inches as well in some areas. The cumulative effects of this rainfall will result in rises along area rivers, along with the potential for areal flooding as well. - http://www.weather.gov/safety/flood
